Application Seeking Community Development Block Funds
to Continue A Housing Rehabilitation Project
A Public Hearing was held on Tuesday, April 20, 2004, at 10:00 a.m.
in the County Commissioners' Hearing Room, County Government Center,
Chestertown, Maryland for the purpose of discussing a proposed Community
Development Block Grant (CDBG) application seeking Three Hundred Thousand
Dollars ($300,000) in Federal CDBG Program funds from the Maryland Department
of Housing and Community Development to continue an on-going Housing
Rehabilitation Project which is designed to improve homes of low/moderate-income
County homeowners.
County Commissioners William W. Pickrum, Roy W. Crow, and Scott D. Livie
were in attendance as well as Susanne Hayman, County Attorney, T. Edward
Robinson, County Administrator, Jack Canan, Coordinator, and Robin Spielman,
Administrative Aide, both of Housing and Community Development.
Notice of the public hearing was read into the record by Commissioner
Pickrum.
A brief presentation on the $300,000 CDBG application was given by Mr.
Canan which included the following points: 67 homes in the County have
been rehabilitated to date (map was provided identifying the location
of Housing Improvement Program - HIP - recipients); $1.4 Million has
been invested in the County's Housing Rehabilitation Project to date;
the need for Kent County to continue its existing Housing Rehabilitation
Project, with 8 homes currently designated for rehabilitation.
Mr. Canan expressed his optimism that the County will continue to be
eligible for CDBG funding.
There being no questions or comments made, a motion was made by Commissioner
Crow, seconded by Commissioner Livie, and made unanimous by Commissioner
Pickrum to approve and sign Resolution to seek the Community Development
Block Grant (CDBG) funding in the amount of Three Hundred Thousand Dollars
($300,000) in Federal CDBG Program fund from the Maryland Department
of Housing and Community Development to continue its existing Housing
Rehabilitation Project.
The Commissioners also committed the County's local share for the Phase
V HIP Project in the amount of $45,000.
