COUNTY COMMISSIONER'S

PUBLIC HEARING - 1/8/2002

A Public Hearing was held on Tuesday, January 8, 2001, at 9:24 a.m. in the County Commissioners' Hearing Room, County Government Center, Chestertown, for the purpose of discussing the application submitted by Conrad and Patricia Langenfelder, for the voluntary creation of an Agricultural Land Preservation District on their following properties: 392.36 acre farm located on Blacks Station Road , 91.77 acre farm located on Blacks Station Road, and 100 acre farm located on Blacks Station Road, all in the Second Election District.

County Commissioners Ronald H. Fithian, Larry B. Beck and W. Michael Newnam were in attendance as well as Gail Owings, Director of Planning and Zoning Administration, Carla Martin, Community Planner, and Conrad and Patricia Langenfelder, applicants.

Notice of public hearing was read into the record by Commissioner Fithian.

Ms. Martin presented a map identifying the Langenfelder, properties. She advised that approximately 88.2 % of the soils (on the 392.36 acre farm) are classified capability Class II or III, approximately 82.4 % of the soils (on the 91.77 acre farm) are classified capability Class II or III, and approximately 96 % of the soils (on the 100 acre farm are) are classified capability Class II or III. Ms. Martin noted that two of the properties are located on along the Chesapeake County Scenic Byway and will help maintain the quality of the byway.

Correspondence was received from Elizabeth H. Morris, Chairman, Planning Commission, and from Robert W. Clark, Jr., Chairman, Agricultural Preservation Advisory Board, which advised of both Boards' unanimous vote to recommend approval of these applications.

There was no one in the audience who wished to speak for or against these applications for submission to the Agricultural Land Preservation Foundation.

A motion was made by Commissioner Beck, seconded by Commissioner Newnam and made unanimous by Commissioner Fithian to recommend approval of the applications submitted by Mr. and Mrs. Langenfelder, for the voluntary creation of an Agricultural Land Preservation District to the Agricultural Land Preservation Foundation.

This hearing was taped for reference and adjourned at 9:28 a.m.
