Housing Improvement Program - Phase Three Close-Out

A Public Hearing was held on Tuesday, July 6, 2004 at 8:45 a.m. in the
County Commissioners' Hearing Room, County Government Center, Chestertown,
Maryland for the purpose of closing-out Phase Three of the Housing Improvement
Program (HIP) Project, which was financed, in part, by a Grant from
the Maryland Department of Housing and Community Development by formally
announcing the successful conclusion of this Grant-financed project.
The HIP Project was designed to improve the homes of owner-occupied,
low/moderate income Kent County residents, so that they can reside in
a safe, healthy and comfortable living environment.
Commissioners Roy W. Crow, Scott D. Livie, and William W. Pickrum were
in attendance, as well as, Jack Canan, Housing and Community Development
Coordinator, Robin Spielman, Administrative Aide, and members of the
media.
The notice of public hearing was read into the record by Commissioner
Pickrum.
Mr. Canan provided the demographics relating to the 21 households of
Phase Three, consisting of 45 individuals, that have been the recipients
of housing improvement assistance. Mr. Canan also provided a map noting
the County-wide locations of rehabilitated homes.
A PowerPoint presentation was made by Ms. Spielman which included statements
made by the following HIP recipients, praising the improvements made
to their homes: Betsy Ortiz, Pamela Hansen, Tracey Mummert, and Clementine
Tilghman. These individuals spoke about their peace of mind and the
elimination of safety hazards in their homes which they would not have
been able to afford to do on their own.
This hearing was taped for reference and adjourned at 9:10 a.m.
