COMPREHENSIVE WATER & SEWERAGE PLAN AMENDMENT
A Public Hearing was held on August 29, 2000 at 1:00 p.m. in the County
Commissioners' Hearing Room, County Government Center, 400 High Street,
Chestertown, Maryland. The purpose of the
hearing is to consider application for amendment to the Kent County
Water and Sewer Plan as follows:
Section I-8, of the County's Comprehensive
Water and Sewerage Plan, "Recapturing unused Water and Sewer Allocations"
also, revising appendix IV the, "Kent County Commissioners' Sewer Allocation
Policy" by inserting and deleting language in the "Recapturing Allocations"
Section.
The following is a summary of the proposed
revisions: the Commissioners are proposing to allow projects exceeding
5000 gallons per day to post a Letter of Credit guaranteeing full payment
within three (3) years conditioned on payment of the allocation fees
in installments within the three (3) years.
The proposed revisions are for any new
users and would not impact existing users of any system.
County Commissioners Ronald H. Fithian, Larry B. Beck and W. Michael
Newnam were in attendance as well as Wayne Morris, Director, Department
of Water and Wastewater Services, Ernest Cookerly Attorney representing
the County, and Jim Wright, County Engineer,
Notice of the Public Hearing was read into the record by Commissioner
Newnam.
Mr. Morris emphasized that the purpose of the amendment was to amend
allocation fee procedures.
There was no other member of the general public that wished to speak
for or against this amendment.
