A Public Hearing was held on Tuesday, April 2, 2002, at 9:30 a.m. in
the County Commissioners' Hearing Room in Chestertown, Maryland to permit
any resident of Kent County to appear and testify concerning a proposed
loan to the Rock Hall Volunteer Fire Company, Rock Hall, MD, in the
maximum aggregate amount of $100,000.00. The loan or interest thereon
shall never constitute an indebtedness or a charge against the general
credit or taxing powers of the County Commissioners of Kent County,
within the meaning of any constitutional or charter provision or statutory
limitation and shall not constitute or give rise to any pecuniary liability
of the County Commissioners of Kent County. The proceeds of such loan
will be used to finance the acquisition of a new ambulance.
County Commissioners Ronald H. Fithian, Larry B. Beck, and W. Michael
Newnam were in attendance as well as Ronald Hickman, President, and
Bruce Rushton, Assistant Treasurer, representing the Rock Hall Volunteer
Fire Company, and members of the media.
Notice of public hearing was read into the record by Commissioner
Fithian as well as letter of request by the Board of Directors for the
Commissioners' support for borrowing funds needed for the truck prepared
by Ronald Hickman, President, Rock Hall Volunteer Fire Company.
The Commissioners recognized the Rock Hall Volunteer Fire Company
as an improved organization which is authorized and required to provide
fire protection, firefighting and emergency medical services in Kent
County.
A motion was made by Commissioner Beck, seconded by Commissioner Newnam
and made unanimous by Commissioner Fithian to approve the financing
anticipated by the Rock Hall Volunteer Fire Company, in the amount of
$100,00.00 for the acquisition of a new ambulance.
