COUNTY COMMISSIONER'S

PUBLIC HEARING - 11/20/2001

A Public Hearing was held on November 20, 2001 at 10:30 a.m. in the County Commissioners' Hearing Room, County Government Center, Chestertown, Maryland for the purpose of seeking comments pertaining to the updated Solid Waste Management Plan for Kent County.

County Commissioners Ronald H. Fithian, Larry B. Beck, and W. Michael Newnam, were in attendance as well as Martin T. Holden, Waste Management Coordinator, Jim Wright, County Engineer, two interested persons and members of the media.

A memorandum was submitted by Mr. Holden which summarized the proposed revisions in this document. The Solid Waste Management Plan addresses solid waste disposal for at least ten years. Mr. Holden advised the plan is updated every three years and this update addresses the closure/capping of Dulin Rubble Landfill, the dissolution of the Sanitary District, management changes, rubble disposal options for homeowners, recycling goals, sludge management practices, septage management practices, maritime industry and infectious waste, continued participation in the Regional Midshore Solid Waste Program and the Midshore Regional Recycling Program.

Mr. Holden confirmed Commissioner Beck's inquiry of no policy changes in the update.

A member of the audience inquired as to the ten year disposal plan and land acquisition for a future landfill. Mr. Holden advised of the Mid-Shore Regional Solid Waste Program (a consortium of counties) for the disposal of solid household waste and explained the Nicholson Transfer Site was a temporary depository for Kent County solid waste which is later hauled to the Caroline County facility.

Commissioner Fithian addressed the issue of land acquisition for the purpose of a future landfill and stated that due to the formation of the Mid-Shore Regional Solid Waste Program, land acquisition is not needed for approximately fifty years. He stated his hopes of technology progressing in that time frame eliminating the need for landfills.

A motion was made by Commissioner Newnam, seconded by Commissioner Beck and made unanimous by Commissioner Fithian to adopt the revisions to the Solid Waste Management Plan as presented.

This hearing was taped for reference and adjourned at 10:40 a.m.
