Q.Is it a violation of the law if I say I am 21 years of age in order to enter a bar or get served in a restaurant if I do not use a false I.D.?

A. Yes, to imply in any way that you are 21 years of age in order to enter a bar or to gain service in any licensed establishment is a violation of the law.

Q. If I am under 21 years of age, may I be served an alcoholic beverage in a restaurant if my parents are with me and give me permission?

A. No, it is a violation for you to be in possession of an alcoholic beverage and a violation for the establishment if it serves you an alcoholic beverage.

Commissioners

Q. How can I arrange a meeting with the Commissioners?

A. An appointment to meet with the Board of Commissioners may be scheduled at the Commissioners' Office, located at the Kent County Government Center, 400 High Street, on the first floor, in Chestertown, or by contacting the office at 410-810-2168. It is recommended that requests for appointments provide
a minimum of one week's notice and be accompanied by a written description of the nature and purpose for the meeting.

Q.What are the business hours of the Commissioners' Office?

A. The Kent County Commissioners' Office is open for business Monday through Friday, 8:30 a.m. to 4:30 p.m.

Q.When does the Board of Commissioners meet?

A. The Kent County Board of Commissioners meet every Tuesday at 8:30 a.m.,with the exception of the meeting on the second Tuesday of the month which will be held in the evening beginning at 6:00 p.m.. Meetings are conducted in the Commissioners' Hearing Room located on the first floor, County Government
Center, 400 High Street, in Chestertown. On a quarterly basis, the Commissioners hold evening community meetings in the various incorporated towns.

Q.How can I request a proclamation to be issued by the Commissioners?

A. Proclamations may be requested of the Commissioners by providing all pertinent and succinctly written information about the nature and purpose of the proclamation to the Commissioners' Office. An individual or
individuals representing an approved proclamation may request to be present at the Commissioners' reading of the proclamation at a Commissioners meeting, and may request to be photographed with the Commissioners at the reading by providing, in both cases, a minimum of one weeks' notice. The person requesting the meeting is responsible for contacting the Kent County News (410-778-2011) for scheduling the photographer.

Q. Where do I pay for my automobile tags?

A. Automobile tags may be purchased and renewed at the County Treasurer's Office, second floor, County Government Center on 400 High Street, Chestertown; or inquire at 410-778-7478.

A. Property taxes may be paid at the County Treasurer's Office, second floor, County Government Center, 400 High Street, Chestertown; or inquire at 410-778-7478.

Q. Where may I obtain a copy of my marriage certificate?

A. Copies of certificates of marriage officiated in Kent County may be obtained at the Kent County Court House, Circuit Court Office, 103 North Cross Street, Chestertown; or inquire at 410-778-7414.

Q. What is the schedule of the Motor Vehicle Administration's "MVA on Wheels" bus-office business hours in Chestertown?

A. The "MVA On Wheels" program is available in Chestertown at the corner of High and Cross Streets, usually on the third Monday and/or Tuesday of each month, 10 a.m. to 2 p.m. To confirm dates and times, please call 1-800-950-1MVA.

Human Resources

Q. How do I find out about available county jobs?

A. You can view these on our website: www.kentcounty.com. Click on the government link; scroll down until you see "Help Wanted" on the left; and click the "Help Wanted" link. Openings are advertised in local newspapers. Also, you can call the Kent County Personnel Office (410-778-7810) for information.

Q. How do I apply for a job with the county?

A. Applications are available at the Kent County Commissioners’ Office, County Government Center, 400 High Street, Chestertown, MD, between 8:30 a.m. and 4:30 p.m.

Q. If I submit a job application, how long will my application be considered?

A. All applications stay on file for a period of one year from the date of submission. During that time if you wish to be considered for a position other than the position you applied for originally, call or write the personnel office to have your application considered for the new position.

Q. What benefits do county employees receive in addition to their wages?

Parks and Recreation

Q.Can I rent and reserve a Park Pavilion or the Worton Arena? And, what will it cost?

A. Yes, you can rent and reserve a Kent County owned facility by calling the main office at Kent County Parks & Recreation (410-778-1948). While we DO NOT offer non-profit fee waivers we DO offer a discount for in-County residents (validated by a current drivers license). Fees are as follows:

  • Worton Arena: $30/hr. (in-County)
  • $60/hr. (out-of-County)
  • NO RENTALS JUNE THROUGH AUGUST
  • Pavilion Rentals: $25/hr. (3 hr. minimum) or $250/for all day use
  • NO WEEKDAY SUMMER RENTALS BEFORE 6 PM
  • (Includes Worton Park, Edesville Park, Toal Park, Turners Creek and Betterton Beach Pavilions.)

Q. When there is inclement weather how do I know if a program is cancelled?

A. When there is inclement weather all KCP&R program cancellations held at Worton Arena or in area schools will be announced on our main line here at KCP&R. Our main line is 410-778-1948.

Q. How do I schedule a County athletic field or the Equestrian Area? And, how much will it cost?

A. Kent County owns and maintains several playing fields and an equestrian area. To schedule a playing field you must call KCP&R main office at 410-778-1957 or 410-778-1948. We do offer a discount for in County residents (validated with a current drivers license) Fees are as follows:

  • Ball Diamond: $50 (in-County)
  • $75 (out-of-County)
  • Orem Field (lighted): $75/event (in-County)
  • (A Diamond) $100/event (out-of-County)
  • Athletic Field: $75/game (in-County)
  • $100/game (out-of-County)
  • Equestrian Area: $100/day (in-County)
  • $150/day (out-of-County)

Q. Do you still have family roller skating at Worton Arena?

A. Yes, we do open the Worton Arena on Sundays from 1:00 to 5:00 PM for in-line family roller skating. Children under 8 years old must be accompanied by an adult at least 18 years of age. The cost is $1.00 per person and the season runs from November through April.

Q. What are the swimming pool hours? And, can I rent and reserve a swimming pool?

A. The Millington and Bayside Landing Pools operate from Memorial Day through Labor Day, Tuesday through Sunday, 12:00 to 7:00 PM. The pools are closed on Mondays with the exception of Memorial and Labor Days.

Daily admission is:

Q. How do I find out about Kent County Parks & Recreation Programs?

A. Kent County Parks & Recreation uses several venues to publicize program offerings including local advertising in area newspapers and publications, cable networks, radio programs, and seasonal brochures and notices available at Worton Arena as well as individual flyers sent home through the public and private schools.

Q. How do I register and get information about the youth sport leagues?

A. Kent County Parks & Recreation has information regarding most youth leagues (that are individually and privately run) and assists in the scheduling of events for those leagues. Call the main office at 410-778-1948 or 410-778-1957 for information and contact persons who might assist you.

Q. What kind of employment opportunities does Kent County Parks & Recreation offer?

A. Occasionally, there are full time openings in our department. Those positions will be advertised through our County Office and in local and area newspapers. Seasonal part-time positions are advertised in local and area newspapers throughout the year. Seasonal positions include:

Fall/Winter: Facility Supervisors; after school personnel and contracted specialized instructors and officials.
Spring/Summer: Camp Directors & Counselors, Life Guards, Park Supervisors & maintenance department personnel.

Q. Does Kent County Parks & Recreation offer scholarship assistance?

A. Yes, Kent County Parks & Recreations offers need based scholarship assistance for children and youth programs. Kent County Parks & Recreation's long standing policy is that no youth will be denied participation in any Kent County Parks and Recreation sponsored program due to financial restraints. Scholarships are available based on a completed application demonstrating financial need. You can contact the main office at 410-778-1948 to obtain an application.

Q. What are your regular office hours?

A. Kent County Parks and Recreation's regular office hours are Monday through Friday, 8:30 AM to 4:30 PM. Offices are closed on State and Federal holidays. During the Fall, Winter and Spring several evening programs are offered in Worton Arena and in local public schools and facilities. Hours for programs are individually posted and advertised.


Public Works - County Roads Division

Q. Where are we located?

Q. What is an entrance permit and why do I need one?

A.
It is an application allowing the Roads Division to install an entrance for access to one's property.

Q. Are there any fees involved with this application?

A. Yes. At the time you fill out your application you will pay a $50.00 inspection fee. If a culvert pipe is required, it is up to the applicant to purchase the pipe.

Q. Will an entrance be installed by the County?

A.
Yes. The county installs all entrances at a cost of $800.00

Q. Who maintains the roads and right-of-ways?

A.
All county roads and shoulder areas are maintained by the county through Highway User Funds.

Q. How do I know if I live on a county road?

A.
County roads are posted with green name signs. State roads have route numbers such as 213, 298 and 291. Private roads are posted with signs that are another color besides green.

Q. What is the county's policy on snow removal?

A.
The county has nine snow routes. All county roads are included in these routes. When a dump truck goes out, it takes about six hours to plow all roads on each route and four and one half hours to sand each route. It depends where on the route you are located, but all roads are taken care of. During major storms, graders and loaders are also used to remove snow.


Public Works - Landings & Facilities

Q. What are the regulations for Kent County Public Landings?

A.

  • All trailers using Kent County public landings must have a current trailer permitlocated on the trailer tongue, one foot from the hitch on the left (driver's) side.
  • Park in designated area only.
  • No admittance between 10 P.M. and 5 A.M.
  • No camping, campers, or open fires.
  • Do not block ramp.
  • Do not dock in posted areas.
  • No person shall leave equipment or boats on a landing for more than fifteen (15) days.
  • No sunken vessel shall remain for more than five (5) days.

Q.What is the fine for public landings violations (illegally docking, no trailer permit, sunken vessel)?

A. The fine for all public landing violations is $100.00.

Q. What is the cost for trailer permits?

A.

  • Non-Resident Permits are $35.00 (only 50 permits are sold each year)
  • Yearly Resident Permits are $20.00
  • 3-day Temporary Permits are $10.00

Q. Who qualifies for a yearly resident permit?

A.

  • A Maryland resident
  • A Kent County, Maryland property owner
  • Anyone with their boat registered in Maryland

Q.What are 3-day temporary permits?

A. They are temporary permits that are good for 3 consecutive days.

Q. When do Non-Resident permits go on sale?

A. Usually the first Friday in December for the following year (2004 permits went on sale Friday, December 5, 2003). It is best to call the Public Works office, at 410-778-7439, to verify the date each year.

Q. How can I get a boat slip at a Kent County landing?

A. There is a waiting list for most of the county boat slips. You can call the Public Works office to find if there is a slip available at the landing you are interested in. You must own a boat and it must be registered in Maryland to rent a county boat slip.

Q. How do I get on a waiting list for a Kent County boat slip?

A. You must submit, in writing, your request to be placed on a waiting list. The request should include your name, address, telephone number, the size of your vessel (length and width) and what landing you are interested in. Send your request to Kent County Public Works, 709 Morgnec Road, Chestertown, MD 21620 Attn: landings

Q. What are the costs of a Kent County boat slips?

A. 25' slips at Quaker Neck, Long Cove, Spring Cove and Skinner's Neck are $150 per year(no water or electric to slips). 40' & 50' slips at Betterton, Long Cove and Skinner's Neck are $275 per year(no water or electric to slips). Bayside Landing Park-all slips have water and electric. Slips under 38' are $1,000 per year and slips over 38' are $1,200 per year.


Q.Who can get a mooring buoy permit and what do they cost?

A. Anyone who owns waterfront property can apply for a mooring buoy permit. Depending on the amount of the waterfront area up to 6 moorings can be applied for. One mooring is free, for more than one mooring there is a $50 application fee and $10 per mooring fee.



Public Works - Recycling & Solid Waste

RECYCLING

Q. Can newspaper, magazines and mixed paper be placed in plastic bags and put out for curbside recycling collection?

A. NO. All paper must be placed in paper bags or bundle and tied with a string. Keep newspaper separate from all other paper, keep it clean and dry.

Q. Will recycling service be provided on a holiday?

A. Check the Kent County News Paper for route cancellations. The recycling routes will not be picked up on the following holidays:

  • New Years Day Thanksgiving Day
  • Memorial Day Christmas Eve
  • Independence Day Christmas Day
  • Labor Day

Q. If a holiday falls on my collection date and cancels my recycling pick-up, when will my recyclables be picked up?

A. If a major holiday falls on a scheduled recycling day, your recyclables will be picked up on your next scheduled date. The recycling trucks are in other areas of Kent County following the holiday and are unable to alter the pick-up schedules. Do not hesitate to utilize the recycling drop-off centers in your area.

 

Q. Will recycling be picked up during snow storms and severe weather?

A. Poor weather such as snow or severe storms may prevent us from our routes. During poor weather conditions, the recycling routes may not be picked up. Listen to WCTR 1530 AM radio or WKHS 90.5 FM radio for cancellation announcements. Following a route cancellation, recyclables will be picked up on the next scheduled pick-up date.

SOLID WASTE

Q. What are the hours at the Solid Waste Drop-off centers?

A. Monday - Friday 8:00 AM - 4:00 PM - Saturday 8:00 AM - 2:00 PM.

DAYLIGHT SAVINGS HOURS: (April - October)
Monday - Friday 8:00 AM - 4:00 PM
Saturday & *Sunday 8:00 AM - 2:00 PM
*Sunday is for household trash only

Q. On what holidays will the Solid Waste Drop-off Centers be closed?

A. All sites are closed on the following holidays:

  • New Years Day Thanksgiving Day
  • Memorial Day Christmas Eve
  • Independence Day Christmas Day
  • Labor Day

Q. What can I do with paint cans?

A. If the paint cans are tin/aluminum and are completely empty you may recycle the container. If the paint can contains latex paint, use it up or use cat litter or drying agent to dry the latex paint and dispose in your household trash. If the paint is oil base paint, use the paint up or bring the paint to the next Household Hazardous Waste Collection Event.
